Biography

Angéline is a Doctor in human Geography from the University of Bordeaux Montaigne. After a professional experience for the French decentralized cooperation in Haiti, she conducted a PhD about the (mal)functioning of development assistance by the transfers and appropriations of standardized political models of development. She took the example of the decentralization model in Haiti and Madagascar and compared the power game of formal and informal stakeholders from North and South showing its influence on the effectiveness of the policies.

She continued her research with a postdoctoral research at the University of Le Mans about the ecological and energy transition issues in France and Africa, which connect development and climate policies, and increase the role of the private sector in those policies. In this context, she conducted a specific research about the game of stakeholders of the voluntary carbon offset market. This experience led her to another research position for the University of East-Paris about the energy transition and climate policies in the building and housing sector in Europe and especially about the social and urban issues of the upscaling of the energy retrofit of social housing by industrialized processes in France and the Netherland.

In July 2022, she started to work as a postdoctoral researcher for the Public Administration and Policy group at WUR for the CREATE project about ``Embedding advanced urban material stock methods within governance processes to enable circular economy and cities resilience’’, focusing on co-creating circular economy governance arrangements on 3 cases study in France, the Netherland and Sweden.
